The Swashbuckler although restricted to the two types of reactions is because there are many good feats that support the reactions not too far off. And on top of that you need to add all the reactions that you can possibly gain through archetypes. Also the class itself comes with many good reactions like shield block, attack of opportunity and dueling riposte(legendary attack proficiency and possibly wielding two handed weapons make the last two even better). The fighter has no restrictions and therefor is by far the most versatile.
